With Cap-and-Trade set to expire in 2030, we have a tremendous opportunity to improve the program during reauthorization. As the legislature considers revisions to the program, I urge you to consider the following priorities: - Protect and expand investments in affordable housing and sustainable transportation via the Affordable Housing Sustainable Communities Program, the Transit and Intercity Rail Capital Program, and the Low Carbon Transit Operations Program. Building affordable housing and providing low-carbon transportation options are two of the most effective ways to combat climate change. - Add flexibility to high-speed rail and other transit programs so transit agencies can better leverage those funds to ensure the ongoing viability of our crucial public transit systems. - Support the recommendations of the environmental justice community to reform program design and expenditures, including increasing investment requirements in frontline communities. Thank you for your work to improve the Cap-and-Trade Program.
